Janet Clarke Hall is led by a committed and highly skilled Council who guide the College’s long-term vision, strategy, and stewardship. Our current Chair, Allan Joseland (1988) leads a Council whose members bring deep professional expertise and a strong connection to the values and history of JCH. Several members of our Council are proud members of our alumni community, and all serve in these roles in a voluntary capacity.
The Principal reports to Council on the operational life of the College, helping ensure that the academic, cultural, and community experience at JCH is supported by thoughtful governance and genuine care. The President of the Student Club, along with an annually elected Student Observer, attend meetings to provide a direct student voice in the College’s leadership conversations.
The Council’s committee structure is central to its work, with volunteer leaders contributing their expertise to strategic and operational oversight.
The Finance, Investment and Audit Committee, chaired by Justin Pascoe (1988), oversees the financial sustainability and longterm investment strategy of the College.
The Advancement Committee, chaired by Adjunct Professor Clare Pullar, supports philanthropy, engagement, and the continued growth of JCH’s culture of giving.
The Governance and Nominations Committee, chaired by Allan Joseland, oversees best practice governance at Janet Clarke Hall, ensuring effective Council operations and guiding the selection, succession, and performance of Council members.

Governance at Janet Clarke Hall stretches back more than 135 years to the establishment of the Ladies’ Council in 1888, created by Trinity College to support the management of what was then the University’s first residence for women students.
A landmark moment arrived in 1961, when the passing of the Janet Clarke Hall Act formally recognised the College’s independence as a women’s residential college within the University of Melbourne. The newly constituted Council, incorporated as a Company limited by guarantee, met for the first time on 31 July 1961 and elected the distinguished botanist Dame Margaret Blackwood as its inaugural Chair.
Over the decades, Council introduced a range of committees and governance mechanisms to support academic life, financial management, building projects, library development, and philanthropic activity. In 2015, the adoption of a modern Constitution strengthened alignment with contemporary governance standards and continues to support the Council’s work today.
As custodians of the College’s mission and future, the Council plays a central leadership role in realising the aspirations of the 2024–2029 Strategic Plan. Foremost among these aspirations is the College’s commitment to establishing a need-blind admissions model, ensuring that a student’s financial circumstances are never a barrier to accessing life at JCH.
